Human Development

Nigeria faces the challenge of rapid population growth and increasing extreme poverty. To address this issue, the country must prioritise human development and poverty reduction, with a specific emphasis on capitalising on the demographic dividend. It is essential to strengthen the links between social protection, education, and reproductive health to facilitate the necessary transformation in human capital and alleviate poverty, ensuring that no one is left behind.

Investing in education, particularly for girls and young people, is of paramount importance to ensure that the next generation is healthier, better educated, and better equipped to contribute to economic growth and development. The proposed approach is comprehensive, supporting access to essential services, livelihoods, and capacity-building initiatives at both the state and federal levels to address population growth, while simultaneously reducing poverty.

Key elements of this priority include:

Improving coordination and synergy among government ministries and sectors to address rapid population growth, particularly among women and young people.

Enhancing data governance and coordination in social protection by linking it to health and education information systems.

Prioritising girls’ education and reintegrating as many children as possible into schools.

Collaborating with one state from each of the three zones (Northwest, North-Central, and Northeast) to strengthen human capital and resilience, drawing on previous experiences.

Connecting health insurance with social protection and family planning in the health sector, with a particular emphasis on vulnerable individuals in the informal sector.

Aligning human development efforts with the EU’s commitment to achieving the Sustainable Development Goals (SDGs) by 2030.

Ensuring that interventions in Nigeria align with the Sub-Saharan Africa 2021-2027 Multiannual Indicative Programme (MIP), with a particular focus on health and education.

Promoting coordination between regional and bilateral programmes, especially in areas such as sexual and reproductive health, health security, and vaccine production.

Facilitating coordination with humanitarian initiatives in social protection, education during emergencies, and health, as required, from project design through to implementation.
